I don't know if women that wear low cut, revealing tops want a man to look at them, there, or am I not to even glance down in that direction. It bothers me because I have a lot of trouble with this and don't want to offend the woman by looking or even not looking.

Thank you for your question. It is a question to which there is not one easy answer.
There are different reasons why women choose their wardrobe. Unfortunately, there are times it is for purposes that you have described...to entice the eye. Other times it is simply what she wants to wear and feels good in.
Myself, I am an advocate for modesty. I am a fan of women wearing clothes that flatter them, look good and keep them covered all at the same time. I think that it shows a lot of self-esteem when anyone dresses like this, men and women.
As for you, when you encounter a revealing top, do the right thing and be a gentleman. It doesn't matter what she wants. What matters is how you treat the situation. You need to look her in the eye and keep your gaze there. You will feel better about yourself, because you respected the woman as a person.
Gentlemen are always classy, even if fashion tends to go the other way.
