Thank you for your question. From your question, it is a little difficult to understand what you are asking because you only put "friend at work." I don't know if that means that your friend is the bride or the mother of the bride.
According to traditional manners and etiquette, there is not a requirement to send the mother a card. However, it is something that you might consider depending on the circumstances...
If your relationship is with the mother because she is your co-worker, then it would be very appropriate to give her a card as a kind gesture wishing her congratulations. This is still not a requirement, but it would be appreciated by her.
If your relationship is with the bride to be, then the card would be awkward and it would be best to avoid it.
